About the CLEAN Task Force

The CLEAN (City Leading Efforts Against Non-Compliance) Task Force is a citywide initiative in Montebello focused on improving the quality of life by addressing issues such as vacant property maintenance, illegal dumping, graffiti, and homelessness. This team is a collaboration among city departments working together to foster a cleaner, safer, and more welcoming community.

Our Mission

Our mission is to proactively address urban challenges that affect the safety and well-being of Montebello residents. By enforcing updated regulations and encouraging community involvement, we aim to create sustainable solutions that protect our neighborhoods and enhance property values.

Key Departments Involved

Planning and Community Development: Code Enforcement leads efforts to ensure compliance with City ordinances and regulations, actively working with property owners to rehabilitate and activate vacant spaces.

Public Works: Manages public spaces, infrastructure, and maintenance.

Fire Department (MCAP): Addresses fire safety concerns and provides resources to support vulnerable populations while balancing community safety and outreach efforts.

Police Department: Enhances security and addresses criminal activities related to vacant properties.

Vacant Property Ordinance

The CLEAN Task Force supports a new ordinance to address vacant and abandoned properties, which includes:

Registration & Maintenance: Mandatory registration within 90 days, with required upkeep and security standards.

Security Service: Properties vacant for over 180 days are subject to security patrols, regular inspections, and associated monitoring fees at the expense of the property owner.

Exemptions: Properties under active permits, development, or temporary vacancy are exempt to support legitimate use cases.

Incentives for Activation: Incentives, such as fee waivers, are available for property owners who activate vacant spaces for pop-up events or temporary tenants.
