The City of Montebello established a Sister City relationship with the City of Esquinapa, Mexico on July 6, 1993. Esquinapa is the sixth most populous city in the state of Sinaloa with a population of over 54,000 residents. The main economic activity of Esquinapa is agricultural, including mango, chili, tomato, as well as shrimp and fish. It is one of the leaders in shrimp, chili, and mango production, which are all major exports to the United States. The main festival of Esquinapa is "Las fiestas del mar las cabras" which takes place on the third weekend of May.

The City of Montebello wishes to establish and promote friendship, goodwill, and charity, and promote educational and cultural exchanges between the citizens of Montebello and Esquinapa. Given that relationships are forged between citizen-volunteers of both cities, it is hoped that such an affiliation will encourage and promote common understanding and goodwill among the citizens of both cities.
